Rain in Helsinki isn't a problem, as asphalt roads and concrete yards don't turn into mud. A bit different here, as it rained almost nonstop last year from June to December, groundwater level is very high and and the ground absorbs rain water very slowly or not at all - hence the mud. We're talking about last year's most flooded area, and there were huge problems with e.g. the hay and grain crops last autumn, so no-one here wants lots of rain after last year.
